Havenstein, J. E. Volonte, and P. H. Whipple. The title is “Manned Venus Flyby.”

The NTRS lists the document’s distribution as public. No original classification level appears in the available metadata, and no declassification date is recorded. The NTRS acquired the document on August 9, 2013. The Black Vault, operated by John Greenewald, published it on September 29, 2021–54 years after the date on the cover. The Firm That Did This Kind of Work

Bellcomm, Inc. was a subsidiary of American Telephone and Telegraph, established to provide technical advice to NASA’s Apollo Program Director. Its mandate expanded to cover long-range planning under the NASA Office of Manned Space Flight. The firm modeled missions that had not been committed to, so planners could see what committing to them would require in hardware, mass budgets, and subsystem capability.

Three Crew, One Saturn V, One Launch

The proposed launch vehicle was a single standard Saturn V. The abstract references a November 1973 departure; the detailed mission analysis places departure at October 31, 1973, Venus closest approach on March 3, 1974, and Earth return on December 1, 1974. Total injected mass was calculated at 106,775 lb (approximately 48,432 kg), which the authors stated fell within the Saturn V’s projected capability. Mission duration figures in secondary analyses range from 396 days to the 410-to-420-day range cited in The Black Vault’s editorial summary. Neither figure has been verified against the full 177-page text in the available sources.

The spacecraft configuration had three elements: a Command and Service Module comparable to the Apollo CSM; an Environmental Support Module housed in the adapter section; and the spent S-IVB upper stage, repurposed after engine cutoff as habitable volume and structural support for a solar-cell power system. The trajectory was a free-return path, requiring no propulsive maneuver after the Venus flyby to reach Earth.

Feasible, With Named Conditions

The study concluded that a crewed Venus flyby was technically feasible within a single Saturn V’s mass constraints using Apollo-derived hardware. The authors did not conclude it was ready. The report identified radiation protection, long-duration life support, reliable deep-space communications, and crew health management as subsystem areas requiring resolution, naming the Apollo Applications Program as responsible for advancing those capabilities.

The document also acknowledged mission-level risks: spacecraft failure at extreme distance from Earth, limited abort opportunities, and psychological demands of extended crew isolation. The conclusion was conditional on work that had not yet been done.

A Target, Not a Schedule

The document’s abstract is clear about what the study was for: to anchor the Apollo Applications Program’s subsystem development goals to a specific mission with actual mass budgets, duration figures, and hardware requirements, rather than abstract performance criteria. A traceable decision, approved, rejected, forwarded for further analysis, was not the standard outcome for a document at this level.

The institutional trajectory of the Apollo Applications Program provides additional context. According to secondary accounts, congressional budget cuts beginning in 1968 substantially scaled back the AAP. By February 1970, the program had been officially renamed the Skylab Program, its scope reduced to the orbital station mission that flew in 1973 and 1974. Within that history, a 1967 contractor study anchored to a 1973 Venus launch window was overtaken by events before the departure date it studied ever arrived.
